One of Scott Ciambor's first jobs is to shepherd the draft Housing Action Plan through the process, "It's in its final revision. The Community Development Department and myself are putting together a final look through. It's going to the Affordable Housing Commission next Tuesday night for final approval. The next step is for it to go to the Planning Commission for further community discussion. It's really well done. I think there's a lot of detail in there. My take away is that it really clearly indicates the need to take strong action to develop and preserve more housing in the community." The Assembly will take final action on the plan once the Planning Commission completes its work.
Scott says a key recommendation in the plan is to better utilize the Affordable Housing Fund, "Putting more dollars in it so it can handle a variety of opportunities." He explained that in the past, the Affordable Housing Fund has been used as matching dollars. The draft plan suggests the fund be used as an alternative to state and federal financing of housing. Scott says the consultant advises investing in resources, since as a small community, our federal and state assistance is limited.
Goals outlined in the draft plan call for construction of 1,980 housing units and preserving 750 existing units over the next 30 years. Ciambor says those are conservative numbers which could be increased in the final documents.
